Minutes of the meeting of Bridekirk Parish Council held on Thursday 14th May 2020

Present:

To note those in attendance for both meetings: Mr S Dubmill (Chair); Mr R Stenson; Mr M Buckley ; Mr R Coy; Mr M Rollison, Mr F Armstrong; Mr D Hodgson; Mr B Crosby Cllr N Cockburn;

Part 1 - Annual Parish Meeting

APM 1.20 To elect a Chair - Simon Dubmill - unanimous

APM 2.20 To elect a Vice Chair - Roy Stenson - unanimous

APM 2.20 Financial report- At the end of the financial year the Parish Council had a balance of 17,338.27 in the account, taking into account outstanding payments due.

APM 4.20 Chairs report - In the offing, defibrillator is about to be installed, most exciting of all is that the footbridge in Dovenby to be installed. Thanks to Mr D Hodgson, for all his work. The church have expressed thanks for the offer to support them annually.

Part 2 - Monthly Meeting

1.4.20 Apologies for absence received from Cllr J Farebrother;

2.4.20 The minutes of the meetings held on Thursday March 12th 2020 were signed as a true record.

3.4.20 There were no declarations of interest in matters on the agenda.

4.4.20 There were no members of the public present at the meeting.

5.4. 20 Accounts approved for payment

  • Grass cutting April and May 400 total
  • Clerks salary 400
  • HMRC 100
  • NALC/CALC subscription 182.07
  • St Bridgets Bridekirk DCC 500

Note: Windows annual subscription 59.99 (actual payment held over until the payment can be signed)

NB agreed that the cheques will be signed by Chair and Clerk for the duration of the Covid social distancing.

6.4.20 Reports from outside bodies

  • Nobody present from CCC
  • Cumbria Constabulary - nobody present
  • Allerdale BC -Cllr Farebrother has forwarded a Covid update from Allerdale BC which will be circulated via email after the meeting
  • Cllr Cockburn - as we are aware not too much happening as working is all remote currently.

7.4.20 Planning Applications - retrospective Planning Permission granted for Trough House, Dovenby, replacement of three sash windows.

There was a discussion about the lack of access to information regarding other planning applications to enable us to see if we do have any objections

8.4.20 Clerks report - Items here were prior reported in writing, not heard but included after the meeting for record purposes.

  • Simon Sharp Allerdale Planning Officer is to be invited to the June Zoom meeting
  • Potholes have continued to be reported to Cumbria Highways
  • Agreement requested from the Cumbria Community Foundation remains outstanding.
  • Jackson Hetherington has started to cut the grass beside Rook Farm Close.

9.4.20 Flooding updates

  • Tallentire - work has almost been completed, just a little restoration on the roadside. It is anticipated that this will make a big difference. Also some bunding in the fields to the east of Tallentire towards the old quarry and behind tbe houses opposite to the pub. which should divert the water into existing drainage instead of it flowing to the bottom of the village in the direction of Tallentire Hall.
  • Dovenby. - Nothing to update

10.4.20 Parish Maintenance

  • Potholes - continue to be reported
  • Public Footpath signage. These are the responsibility of the landowner. Support is given to them, but they have to keep these maintained. Cumbria County Council do keep a map of the Rights of Way. There is concern about the condition of some of the footpaths and rights of way in the Parish. David Clare is now the Public Rights of Way Officer, David.clare@cumbria.gov.uk
  • Footbridge in Dovenby - M Wilson has agreed to the approved design. The plan is to move the wall two metres and use the wall material to use as footings. Mr Wilson wants the wall rebuilt, not a fence as had originally been proposed. Mr Hodgson is continuing to pursue this.

11.4.20 M Sport

  • We understand that Condition 6 has not been relaxed but this will need to be confirmed.

12.4.20 Proposed Defibrillator for Dovenby

  • Funding has been approved by CCF, Clerk to notify Mr Hodgson when it is received into the bank. Parish Council wished it to be noted how appreciative we are of the support. Thanks to Mr Hodgson for continuing to push this forward.

13.4.20 Cumbria Community Foundation

  • No update, no meetings due to Covid 19

14.4.20 Joint Parish Meetings - we understand that this is on hold.

15.4.20 Noted date and time of next meeting : Thursday 11th June 2020 7.15pm Bridekirk Dovenby School.
